Muntinlupa: Prison officials have clarified that there is no scabies outbreak at the New Bilibid Prison (NBP) or any other operating prison and penal farm across the nation, as announced by the Bureau of Corrections (BuCor) on Wednesday. This statement comes in response to concerns raised by a non-governmental organization about a potential outbreak due to severe overcrowding and water shortages at the NBP.
According to Philippines News Agency, BuCor CT/Supt. Ma Cecilia V. Villanueva, acting director for Health and Welfare Services, mentioned in a news release that the last recorded scabies outbreak in their facilities occurred two years ago. This past outbreak prompted a collaborative effort between the International Committee of the Red Cross (ICRC) and BuCor, which led to the 'alis galis' activity aimed at addressing the issue.
Villanueva also responded to allegations from the organization about encountering difficulties with BuCor and NBP regarding their humanitarian request. In 2024, BuCor Director General Gregorio Pio Catapang Jr. instructed prison officials to ensure an adequate water supply for persons deprived of liberty (PDLs) in all penal institutions nationwide, aiming to prevent dehydration during periods of intense heat.
Villanueva outlined protocols for bringing medicines to PDLs to ensure accountability and safety while preventing the entry of contraband. Key procedures include surrendering all medicines to security personnel at control gates, providing itemized lists with labeled containers, and accompanying medications with valid doctor's prescriptions. Medical officers or pharmacists are authorized to examine and decide on the disposition of the medicines.
The BuCor has assured both the public and the families of PDLs that it is prepared to effectively respond to any health-related issues that may arise within correctional facilities.
