Mansour Warns of Fragile Gaza Ceasefire Amid Serious Israeli Violations


New york: The Permanent Observer of the State of Palestine to the United Nations, Minister Riyad Mansour, stated that the ceasefire in the Gaza Strip remains extremely fragile and faces serious and repeated violations by Israel, the occupying power.

According to Palestine News and Information Agency – WAFA, this statement was made in three identical letters sent by Mansour to the UN Secretary-General, the President of the Security Council for this month (the Russian Federation), and the President of the UN General Assembly. The letters addressed the ceasefire that came into effect in Gaza on October 10, 2025, following mediation efforts by the United States, Egypt, Qatar, and Turkey, and with broad international support.

Mansour highlighted that Israeli forces have committed hundreds of violations over the past three weeks, resulting in the killing of 211 Palestinians in Gaza, including women and children, and causing widespread destruction of infrastructure. He reported that the number of victims has rise
n to more than 68,000 Palestinians.

He further stated that thousands of Palestinians remain missing, with their bodies still buried under the rubble due to the massive destruction inflicted on the Strip. Mansour noted that more than 170,000 Palestinians have been injured in Israeli attacks since the ceasefire agreement, with many suffering without access to urgent medical care due to the continued collapse of the health system in Gaza and the ongoing Israeli restrictions on the entry of humanitarian aid, including medical supplies and equipment.

Mansour appealed to the international community, particularly the mediating countries, to demand an immediate and complete cessation of violations of the ceasefire agreement, ensuring its sustainability, respect, and implementation. This is aimed at alleviating the suffering of the population, facilitating recovery and reconstruction, and expediting a complete Israeli withdrawal from Gaza.

He emphasized the necessity for the ceasefire to become permanent and compre
hensive, covering the rest of the occupied Palestinian territory, including East Jerusalem. Mansour pointed to ongoing brutal attacks by occupation forces and colonists on the Palestinian people, resulting in the death of two children: Yamen Hamed, 14, from Silwad, and Muhammad Bahjat al-Hallaq, 9, from Hebron.

Mansour also criticized Israel’s continued and systematic expansion of illegal settlements, which defy international law, UN resolutions, and an advisory opinion by the International Court of Justice in July 2024 calling for an end to this illegal occupation. He noted that nearly 30,000 illegal settlement projects have been announced this year, designed to entrench the Israeli occupation and undermine the two-state solution.

Welcoming the advisory opinion issued by the International Court of Justice on October 22, 2025, Mansour affirmed Israel’s legally binding obligations to ensure that the Palestinian population in the occupied territory, including Gaza, has access to basic necessities. This includ
es agreeing to and facilitating relief plans through the United Nations and its agencies, particularly UNRWA, and refraining from using starvation or forced displacement as methods of warfare.

He urged the international community to take urgent action to implement relevant resolutions, including the New York Declaration, to prevent further deterioration of Palestinian lives at the hands of Israel. Mansour called for immediate action to help Palestinians in Gaza recover, begin reconstruction, ensure a final end to the conflict, and establish a path towards justice, freedom, and peace for the Palestinian people, ultimately finding a just and lasting solution to this long-standing conflict.
