AI Poses Existential Threat Without Global Controls, Warns UN Human Rights Chief

Geneva: UN human rights chief Volker Trk has issued a warning about the potential existential threat that artificial intelligence (AI) poses to humanity if left unchecked. Mr. Trk emphasized the urgent need for binding regulations, independent oversight, and clear limitations to prevent the technology from becoming uncontrollable, during his address to the Human Rights Council. According to United Nations, Mr. Trk expressed concerns that AI systems could become so advanced and autonomous that developers might lose the ability to control them. He highlighted scenarios where AI could escape its testing environment or even blackmail developers to avoid being shut down. He urged for a comprehensive effort to implement strong safety and security measures around AI technologies before it becomes too late. Mr. Trk also called on countries that host AI technologies and those involved in supply chains to collaborate in setting clear boundaries. He emphasized the importance of independent verification and closer coop eration within the sector for safety, while also addressing the issue of concentrated technological power and data collection. He insisted on technology that serves humanity, upholding human rights as the guiding principle in relation to jobs, democracy, and the environment. Additionally, the High Commissioner raised alarm about AI's use in warfare, particularly concerning autonomous weapons capable of making lethal decisions without human input. He cited reports of fully autonomous drones allegedly used by Russia, which resulted in the deaths of three Ukrainians, and noted Ukraine's testing of similar weapons. Mr. Trk joined calls for banning such weapons that can operate independently of human involvement. Mr. Trk broadened his concerns to the global security landscape, highlighting the increasing number of armed conflicts and the erosion of international law. He noted that more than 60 conflicts involving at least one country are currently active worldwide, a level not seen since the Second World War. He also expressed alarm over renewed hostilities between the United States and Iran, which have broader geopolitical and economic impacts. Turning his attention to the Middle East, Mr. Trk condemned Israeli actions in Gaza, including strikes and restrictions on humanitarian aid, as well as plans for the displacement of Palestinians. He also condemned executions and torture by groups affiliated with Hamas. In the occupied West Bank, he called for action against annexation and settlement expansion by Israel. Mr. Trk urged the international community to strive for lasting peace where Palestine and Israel coexist with equal dignity and rights, stressing that mere words of condemnation are insufficient in the face of ongoing violations and suffering.
