Ramallah: Prime Minister Mohammad Mustafa stressed the importance of the current international momentum in accelerating the implementation of the global will to establish the State of Palestine. This momentum has been bolstered by the UN General Assembly session held on Monday, the recent International Conference on the Two-State Solution, and a continued wave of international recognitions of the State of Palestine.
According to Palestine News and Information Agency - WAFA, Prime Minister Mustafa highlighted the significance of the forthcoming meeting of the Global Alliance for the Implementation of the Two-State Solution and the Donors Conference scheduled for Thursday. These steps are expected to encourage countries that have yet to recognize the State of Palestine to do so without delay. He emphasized that these international efforts represent a concrete commitment to the two-state solution and a clear rejection of Israel's settlement expansion and its violations in Gaza and the West Bank.
In its weekly session on Tuesday, the Cabinet called for leveraging this international momentum to serve as a genuine lever for enforcing the international will to achieve a comprehensive and permanent cessation of the war and to initiate the reconstruction process. This effort must align with the implementation plans outlined in the New York Declaration, which set out concrete and time-bound steps toward the realization of the State of Palestine.
The Cabinet also discussed the warning issued by the Government Operations Room for Emergency Interventions in the Southern Governorates (Gaza Strip) about the total collapse of basic services and the suspension of humanitarian and relief institutions in the Gaza Strip due to the ongoing Israeli genocidal war. The Cabinet called for urgent international humanitarian intervention to deliver medical supplies and rehabilitate essential health facilities to save the lives of patients and the wounded.
Further discussions included preparations for the functional review plan of government departments, as part of the Government's agenda and its National Program for Development and Reform. The review will continue with feedback from government institutions, with final approval to be made at an upcoming Cabinet session.
Additionally, the Cabinet approved the formation of a steering committee for the second phase of the Real Estate Registration Project. This project aims to accelerate the registration of 130,000 properties, develop a new digital real estate registry system, establish e-services, digitize real estate records, and automate data exchange.
The Cabinet also approved the purchase of additional quantities of medicines and medical consumables for Ministry of Health facilities. It endorsed a memorandum of understanding in the field of labor and employment between the Government of the State of Palestine and the Government of the Republic of Turkey, focusing on employment policies, labor market studies, and the exchange of relevant data and expertise.
Moreover, the Cabinet approved the amended regulation for licensing terrestrial and satellite radio and television stations, transferring the authority from the Ministry of Telecommunications to the Telecommunications Regulatory Authority. It also approved the amended regulation on licensing fees for press and publications and audiovisual media, aiming to regulate these sectors and legally align the transfer of functions to the Ministry of Culture.
In a first reading, the Cabinet discussed the implementation plan for the National Cross-Sectoral Strategy for Enhancing Governance and Combating Corruption (2025-2030), serving as a national policy reference for awareness, prevention of corruption, prosecution of suspected cases, and international cooperation.
As part of efforts to manage and digitize data systems, the Cabinet approved the formation of a High Committee to prioritize the digitization of vital government data and secure digital backup copies of sovereign data. This aligns with the Ministry of Telecommunications and Digital Economy's ongoing work on cloud storage and strengthening data protection systems.
